Question 28: To ask the Minister for Justice, Equality and Law Reform the recommendations contained in the Irish Prisons Inspectorate Report on St. Patrick's Institution, 15-19 November 2004, that have to be implemented; the reason they have not been implemented; and if he plans legislation, Government policy or budgetary changes in relation to this matter within the lifetime of this Dáil. Eight of the 14 recommendations made by the Inspector of Prisons in his report on St. Patrick's Institution are either implemented or substantially implemented. Steps are being taken to implement in the near future four of the other six recommendations, which involve bringing new workshops and educational facilities into operation, accommodating only boys under 18 years of age in the 'B' division and painting of the walls of the recreation yard. The two remaining recommendations — replacement of St Patrick's with new facilities and separation of remand and sentenced inmates — will be achieved through development of the proposed new prison complex at Thornton, County Dublin.
