I understand the Commission for Taxi Regulation has recently published a detailed action plan for 2006 to 2007, Driving Forward, which sets out the changes the commission proposes to make over the next two years with regard to the control and operation of taxis, hackneys and limousines, and their drivers. I understand that among the specific proposals being developed by the commission is a new mandatory driver skills development programme for all new and existing small public service vehicle drivers.
