Question 152: To ask the Minister for Agriculture and Food the reason an application by a person (details supplied) in County Galway for the transfer of entitlements by way of private contract clause leases from a herd number has not been successful in view of the fact that in a letter dated 5 May 2005 her Department informed her that her application had been successful; and if she will make a statement on the matter. The person submitted an application for consideration in respect of the inheritance measure of the single payment scheme. Following processing of her application, she was notified on 5 March 2005 that her inheritance application was successful and advised of the need to procure a herd number in her own name to facilitate the transfer of entitlements and payment of the single payment. The person was assigned a herd number and on 23 February 2006 applied to transfer out her inherited entitlements by way of private contract clause. This application has been processed and the entitlements have now been transferred.

Question 153: To ask the Minister for Agriculture and Food when a person (details supplied) in County Westmeath who made an application for some entitlement from the national reserve will be informed of the outcome of such application; the entitlements which will be awarded; and if she will make a statement on the matter. The person submitted an application for an allocation of entitlements from the single payments scheme national reserve under category B.

Category B caters for farmers who, between 1 January 2000 and 19 October 2003, made an investment in production capacity in a farming sector for which a direct payment under livestock premia and-or arable aid schemes would have been payable during the reference period 2000 to 2002. Investments can include purchase or long-term lease of land, purchase of suckler and-or ewe quota or other investments.

Over 23,000 applications for an allocation of entitlements from the national reserve were received, when account is taken of farmers who applied under more than one category. Processing of these applications is continuing and the intention is to make allocations to successful applicants at the earliest opportunity.

My Department will be in touch with individual applicants as soon as their applications are fully processed and formal letters setting out my Department's decision will be issued.
