Question 449: To ask the Minister for Education and Science further to Parliamentary Question No. 391 of 29 January 2003 and 200 of 15 October 2002 the progress which has been made; if the Labour Court has made a recommendation regarding incremental credits; if her Department will take the appropriate action to resolve the issue; and if she will make a statement on the matter. Since the Labour Court issued its recommendation regarding incremental credit for special needs assistants, extensive discussions have taken place between officials in my Department, the Department of Finance and the unions concerned.

These discussions are continuing with a view to introducing an incremental credit scheme for special needs assistants and it is expected that a scheme of credit can be agreed shortly. The details of the agreement, when reached, will be issued to all schools by means of a circular letter. Any existing and future claims for incremental credit on behalf of special needs assistants will be dealt with in accordance with the terms of this circular.
