Question 184: To ask the Minister for Enterprise, Trade and Employment if he has had discussions with the Department of the Environment, Heritage and Local Government on the need to ensure full compliance with all labour standards in all local government contracts; the measures he has taken to ensure that all public contractors meet these standards; and if he will make a statement on the matter. Under the conditions of contract for Departments and local authorities there is a requirement that contractors pay rates of wages and observe hours of labour and conditions of employment in public procurement not less favourable than those laid down by the national joint industrial council for the construction industry. I expect that a similar type of clause will also be included in the upcoming new standard form of construction contracts being developed by the Government contracts committee for construction in conjunction with the Department of Finance and in consultation with key stakeholders.
