Question 297: To ask the Minister for Communications, Marine and Natural Resources if regulations (details supplied) were each drafted in the Office of the Attorney General; if not, the reason for same and by whom they were drafted; if he proposes to replicate this procedure in primary legislation; and if he will make a statement on the matter. The regulations in question were drafted and approved in the Office of the Attorney General before signature by my predecessor.
As the Deputy will see from the legislative proposals for the Electronic Communications (Miscellaneous Provisions) Bill, which are available on my Department's website at www.dcmnr.ie, it is proposed to provide for a civil administrative fines regime in relation to the proposed offence of overcharging.
