Question 486: To ask the Tánaiste and Minister for Health and Children if the financial and staffing requirements of the Health Service Executive service plans prepared under sections 31 and 33 of the Health Act 2004 were fully funded by her Department; if not, the outstanding elements; and if she will make a statement on the matter. Following the publication of the Abridged Estimates Volume 2006, I wrote to the chairman of the HSE outlining the details of the Estimates and the key policies and objectives that I wanted the HSE to pursue. In accordance with the Health Act 2004 the HSE has to submit a service plan to me and this plan has to be accompanied by an estimate of income and expenditure relating to the plan and that estimate must be consistent with the Estimate as published and budget day additions. In my letter to the HSE I also reiterated the requirement for strict compliance with Government policy on controlling the numbers employed in the health service and the absolute necessity of putting in place a robust system for the effective management of employment levels in both the HSE and the wider public health service. Monitoring of the service plan will take place on a continuous basis throughout 2006.
