While an application under the single payment scheme was received from the person named on 11 May 2005, an application to consolidate his entitlements onto a smaller area of land was also lodged by the person named. This application is expected to be finalised shortly, following which payment will issue.

Question 351: To ask the Minister for Agriculture and Food the number of payments with regard to the single payment in counties Sligo and Leitrim where discrepancies varied from €600 to €1,500 between payment and the statement of entitlements issued in April 2005 as these discrepancies were greater that the 3% modulation; her plans to have these payments issued; and if she will make a statement on the matter. The information sought by the Deputy is as follows: County Sligo, 86 cases; and County Leitrim, 94 cases. An analysis of these cases shows that claimants did not receive the full value of their notified entitlements as they failed to declare sufficient eligible lands on their SPS applications.

In order to draw down full payment under the single payment scheme, applicants are required, under EU legislation, to declare an eligible hectare in respect of each entitlement. This requirement was set out clearly in the documentation supplied to farmers on a number of occasions.

In such cases all of the entitlements have been activated and will not revert to the national reserve. Therefore, if applicants declare an eligible hectare in respect of each entitlement they hold they will receive their full single payment under the 2006 single payment scheme.

The person named established 38.23 standard entitlements of his own under the single payment scheme. In addition, 66.76 entitlements were transferred to him. He, therefore, holds 104.99 entitlements.

A single payment scheme application was received from the person named on 16 of May 2005 declaring a total of 74.39 hectares of forage lands. Under EU legislation, an applicant, in order to draw down his or her full single payment, must declare an eligible hectare to accompany each entitlement. This requirement was set out clearly in the documentation supplied to farmers on a number of occasions. Therefore, the person named was paid €9,203.38 based on 74.39 hectares declared on the 2005 single payment application form. The payment was calculated on the applicant's 38.23 entitlements and on 36.16 of the entitlements transferred to him. If the applicant declares sufficient land on his 2006 single payment application, he will be in a position to claim on his full entitlements next year.

An application under the disadvantaged areas scheme — single payment scheme was received from the person named on 5 May 2005. As part of the control procedures under EU legislation governing the single farm payment, the application was randomly selected for a satellite — DAS inspection. The inspection process was completed and the application has now been fully processed. Payment will issue within the next few days.
