Question 254: To ask the Minister for Arts, Sport and Tourism the projects which have been subjected to detailed cost benefit appraisal in the past six months; the benefit cost ratio which emerged from this test; if he is satisfied that projects being selected not only pass this test but represent a better return than competing uses for the same limited funds; and the way in which this process influences the size of the capital envelope for different project areas. My Department adheres to the requirements to carry out cost benefit analysis as set down in the Department of Finance Guidelines for the Appraisal and Management of Capital Expenditure Proposals in the Public Sector, February 2005. A number of capital projects are currently being progressed under the aegis of my Department. However, no detailed cost benefit appraisals have been carried out in respect of such projects within the past six months. With regard to value for money concerns generally, my Department will comply with the new arrangements concerning cost-benefit appraisal for projects outlined by the Minister for Finance in his speech at the annual dinner of the Dublin Chamber of Commerce held on the 20 October 2005.
