I am advised by the military authorities that the individual concerned was informed in early May 2005 that the Department would not pay for the costs of private medical consultations. It appears that, in relation to the present matter, the individual first attended a private health care facility as a private patient in mid-August 2005 and that he attended again on a second occasion in mid-October 2005. He personally discharged the consultant's fees for the August consultation and subsequently submitted an application for refund of the amount to the military authorities. In early October 2005, he was again informed that he was not entitled to a refund of costs for private medical consultations. He subsequently forwarded a consultant's fee note, arising from his second private medical consultation, in mid-October 2005, to the military authorities.
