Question 219: To ask the Minister for Justice, Equality and Law Reform if it is intended that property management agencies and companies that undertake management functions for house-only developments will be licensed and regulated by the proposed new national property service regulatory authority; and if he will make a statement on the matter. In the report published recently, the auctioneering and estate agency review group noted that a wide range of services is being provided in today's property market, not all of which are licensed, and it recommended that they should be brought under an appropriate licensing regime. The report specifically recommended that professional property management agencies be licensed and regulated by the new regulatory authority. Following Government approval, I am now proceeding to establish the new national property services regulatory authority on an interim basis pending the enactment of the necessary legislation to place it on a statutory footing, and I expect it to be in place early in the new year.
