Question 616: To ask the Minister for the Environment, Heritage and Local Government if his attention has been drawn to the ESRI report, aspects of Irish energy policy, and its assertion that without a carbon tax it is unlikely that Ireland will meet its emission targets set under the Kyoto Protocol; and if he will make a statement on the matter. I am aware of the report to which the question refers.
