Harbour and Port Security

Question 101: To ask the Minister for Communications, Marine and Natural Resources if his views have been sought by Dublin Port in respect of its proposal to terminate the statutory harbour police to replace them by other security arrangements; and the way in which this fits in with obligations under sections 38 to 39 of the Port Company Acts. I am aware that, in line with Dublin Port Company's requirement under the Harbours Acts to run its business at all times in a cost effective and efficient manner, the company is looking into the current security arrangements at the port. In so far as any changes to the current arrangements might impact on the conditions of service or the remuneration of the harbour police, any such changes would have to be subject to a collective agreement with a recognised trade union or staff association, as provided for in section 39 of the Harbour Act 1996. I understand from the company that such a proposal is currently under negotiation between the company and the trade union representing the harbour police.
