The following consultancy contracts were awarded to Deloitte & Touche since 1 July 1997 in my Department. All were fixed price contracts:

*The cost to my Department. The total cost of this contract was €177,707.46, exclusive VAT. It was a joint contract between my Department and the Department of the Environment , Heritage and Local Government.

This was a fixed price contract awarded after an EU-wide tender process. Deloitte & Touche were the lead consultants in a consortium that included A&L Goodbody Solicitors and Building & Property-Gleeds Rooney technical advisers to support and advise the Department in the procurement of the €51 million — capital value — National Maritime College public private partnership project. The consortium's tasks included advising on the appropriate procurement mechanism and developing objective and transparent criteria for the short-listing of bidders and appointment of preferred bidder, including the preparation of all project documentation; developing a mechanism for testing value for money of the project; leading the contract procurement process; and reporting on all stages of the process and participating in meetings with all project stakeholders. The contract was for the delivery of specific outputs, all of which were completed.

In addition, consultants with appropriate expertise are engaged by the Department as necessary to provide technical services in connection with building, engineering and equipment projects etc. and in connection with psychometric testing for Army, Naval Service and Air Corps cadetships and trainee technicians. It should also be noted that the Department has never included the under-mentioned projects as "Consultancies":

1. Payment of €1.5 million to date to Oracle EMEA Ltd. in respect of implementation services for installation of new financial and management information systems for the Department and the Defence Forces — ongoing. The full value of the contract is €2.6 million.

2. Payment of €1.92 million to date to Hewlett Packard in respect of a contract signed on 18 December 2002 between the Department of Defence and Hewlett Packard Ireland Limited for the supply and maintenance of shore and ship based components of a fisheries control project. The main objective of the project is to collect, manage and disseminate fisheries protection information to support all relevant stakeholders. The full value of the contract is €3.2 million. The contract will be completed this year.
