Question 211: To ask the Minister for Communications, Marine and Natural Resources his views on the need for ready to go phones to be sold only on the presentation of a utility bill and proof of identity to ensure issues of traceability of these phones is attained and therefore security in their use in all circumstances will be addressed; and if he will make a statement on the matter. As Minister with responsibility for communications policy, I have a keen interest in the appropriate protection of users of mobile phones, particularly vulnerable users, including minors. My officials are currently exploring proposals with the industry designed to provide for the safe and responsible use of mobile phones and I hope to be in a position to reach a conclusion on these matters soon. The Deputy no doubt appreciates that I have no function in security matters generally.
