Question 224: To ask the Minister for Finance if, in view of the serious unemployment problem in County Donegal at present which is in excess of four times the national average, he will consider giving County Donegal a special tax incentive status, similar to what is already enjoyed by the upper Shannon basin, in an endeavour to attract investment and employment to the county. The rural renewal scheme, under which tax incentives have been in operation in certain areas of the upper Shannon basin since June 1998, is currently being reviewed in the context of the overall process of reviews of tax reliefs that has been underway over the past year. I have no plans to introduce any further tax incentive schemes of this nature in advance of the completion of this review. Any future schemes of this nature would also have to take account of the EU's regional aid guidelines for the period 2007 to 2013, which are not yet finalised.
