Question 1378: To ask the Minister for the Environment, Heritage and Local Government the exact type of waivers for persons dependent on social welfare payments that can be granted by local authorities for refuse collection charges where the pay by weight scheme exists. [25058/05]

The determination of waste management charges is a matter for the relevant local authority, where it acts as the service provider, or for individual private service operators where these provide the service. Since January 2005, local authority and private providers of waste collection services are expected to introduce charges on a pay-by-use basis. This is intended to promote more responsible behaviour on the part of individuals by rewarding those who minimise their waste and reuse-recycle. It is a matter for the local authority concerned to determine the nature and extent of any waiver scheme in respect of waste management charges.
