To be eligible for appointment as a teacher at primary level a person must hold either a recognised primary teaching qualification or hold restricted recognition for the purposes of teaching in special schools or in special classes in ordinary primary schools. If the person referred to by the Deputy does not satisfy either of these requirements, my Department will not be in a position to approve the appointment of the person concerned.
