Question 548: To ask the Minister for Justice, Equality and Law Reform if, in light of a refusal of leave to appeal to the Supreme Court on points of law of exceptional public importance, under section 29 of the Courts of Justice Act 1924 in circumstances where, in the decision of the appeal court an applicant seeks leave to appeal (details supplied), he will consider amending relevant legislation to enable courts not to refuse such applications for leave to appeal on the basis that the applicant had failed in the appeal court to argue that a new fact was absence of common design rather than coercion; and if he will make a statement on the matter.
