Question 231: To ask the Minister for Communications, Marine and Natural Resources, further to Parliamentary Question No. 157 of 1 June 2005, the way in which the differential calculation system is applied to achieve the objectives of the regulation without reducing fees; the new respective fees for the oil tankers; if the differential calculation system only arises when comparison can be made between an SBT tanker and a non-SBT tanker such that, if no non-SBT enters port, the normal pilotage fees applies to an SBT tanker regardless of the quantity of her segregated ballast; and if he will make a statement on the matter. Council Regulation (EC) No. 2978/94 of 21 November 1994 deals with the implementation of International Maritime Organisation Resolution A.747(18) on the application of tonnage measurement of ballast spaces in segregated ballast oil tankers. The objective of the regulation is to encourage the use of segregated ballast tanks in oil tankers. For this purpose, it introduces a differential calculation system for fees for oil tankers to be applied by port and harbour authorities and by pilotage authorities.
