Question 57: To ask the Minister for the Environment, Heritage and Local Government the number of local authorities which have constructed new headquarters or made substantial improvements to existing headquarters in the past five years; the amount spent; and if he will make a statement on the matter. The provision of office accommodation for a local authority is primarily a matter for the local authority concerned. Section 106 of the Local Government Act 2001 requires local authorities to obtain sanction to borrow money. Under this provision, 19 local authorities received sanction, in the period 2000 to 2004, to borrow a total of €252 million for the provision, extension or refurbishment of local authority headquarter offices. In each case, the decision to borrow for these purposes is a reserved function and requires a formal resolution of the council.
