The criteria for eligibility under the free fees initiative include the provision that tuition fees will not be paid in respect of students undertaking repeat periods of study on their undergraduate course. This condition may be waived in exceptional circumstances, such as cases of certified serious illness.

The assessment of eligibility under the free fees initiative in individual cases is a matter for the institution concerned. I understand that UCD assessed the student's application but that the case presented did not warrant approval under this provision.
