Question 106: To ask the Minister for the Environment, Heritage and Local Government if he is satisfied that planning authorities are complying with Childcare Facilities: Guidelines for Planning Authorities; if he will carry out an assessment of the effectiveness of these guidelines; and if his Department will collate and make available data regarding the number of child care places that have been delivered as a result of compliance with these guidelines. Guidelines for Planning Authorities on Childcare Facilities were issued by my Department in July 2001 and were intended to ensure a consistency of approach throughout the country to the treatment of planning applications for child care facilities. The guidelines were issued as ministerial guidelines under section 28 of the Planning and Development Act 2000, and planning authorities and An Bord Pleanála are required to have regard to them in the performance of their functions. My Department does not have specific data on the number of planning applications for child care facilities.
