Provision for recycling and recovery facilities is primarily a matter for local authorities under the applicable regional waste management plan. My Department operates a capital grants scheme, under which grant assistance may be made to certain facilities, but the responsibility for identifying the need for facilities within the waste management plan and for initiating and progressing those projects remains that of the local authorities. I intend to continue providing support for the local authorities, which are the bodies charged with implementation of national waste management policy.
