Question 143: To ask the Minister for Enterprise, Trade and Employment if his attention has been drawn to reports that young children are being enticed into signing up for contracts for mobile phone downloads such as ring-tones and games; if the regulator will look in this area to see the additional protections which may need to be provided for young phone owners; and if he will make a statement on the matter. I am concerned at the increasing number of complaints in respect of the acquisition by both children and adults of ring-tones, games and other products for their mobile phones.

There are several legal issues associated with the provision of this type of service and I have informed the Director of Consumer Affairs of my concerns. She is investigating some of these complaints in the context of the body of consumer law for which she is responsible. I am awaiting the outcome of these investigations.
