Question 188: To ask the Minister of State at the Department of Communications, Marine and Natural Resources if assistance is available for persons with property on river banks to assist with the repair of damage to buildings caused by rising tides; and if he will make a statement on the matter. Responsibility for coast protection rests with the property owner, whether a local authority or a private individual. The Department of Communications, Marine and Natural Resources administers funding available under the coast protection measure of the national development plan for 2000 to 2006. The allocation of this funding is determined by taking into account the amount of Exchequer funding available for coast protection works generally and overall national priorities. It is not clear whether the circumstances referred to by the Deputy come within the scope of the coast protection measure or whether it is a river flooding matter which comes within the scope of the OPW.
