Question 581: To ask the Minister for Transport if he has issued a policy direction to the National Roads Authority obstructing its proposal to buy back the tolling rights in respect of the M50; the assessment he has undertaken of the analysis by the authority underpinning its original proposal; the reason this conflict of policy has arisen between the authority and his ministry. The statutory power to levy tolls on national roads, to make toll by-laws, and to enter into toll agreements with private investors in respect of national roads is vested in the National Roads Authority, NRA, under Part V of the Roads Act 1993, as amended by the Planning and Development Act 2000.

The NRA has not made any proposal to buy back the tolling rights in respect of the M50. I have not issued any policy direction on that subject to the authority.
