Question 418: To ask the Minister for the Environment, Heritage and Local Government if the development of a graduated rents discount scheme is being investigated by his Department as a viable alternative or addition to the right-to-buy policy which exists in respect of local authority housing. The existing tenant purchase scheme includes a graduated rent discount of 3% per annum of the value of the house for each year of tenancy up to a maximum of 30%. While there are no immediate proposals to amend the scheme, the terms of the scheme will be kept under continuing review.
