Question 531: To ask the Minister for the Environment, Heritage and Local Government the number of personnel who on applying for promotion in his Department since January 2004, have been required to sign an agreement that they are willing to decentralise; how many of them refused to sign the agreement; if this impacted on their promotion or otherwise; and if he will make a statement on the matter. My Department has made a number of appointments from the interdepartmental Civil Service panels since January 2004. Appointments of three principal officers, six assistant principal officers and two higher executive officers were conditional that an agreement be signed that they were willing to decentralise. None of these appointees has refused to sign the relevant agreement to decentralise for three years and two years, respectively.

The Public Appointments Service administers the process of appointments to Departments, and therefore, my Department would not normally be aware of the number of refusals of offers of promotion, or the reasons for such refusals. However, one individual who was assigned from the interdepartmental Civil Service panel as an assistant principal to my Department opted not to sign the relevant form of undertaking and declined the offer of appointment with this Department.
