Question 406: To ask the Minister for Agriculture and Food the number of personnel who on applying for promotion in her Department since January 2004, have been required to sign an agreement that they are willing to decentralise; how many of them refused to sign the agreement; if this impacted on their promotion or otherwise; and if she will make a statement on the matter. The Deputy is aware that the Department of Agriculture and Food is scheduled to be decentralised to Portlaoise in the first phase of the decentralisation programme. Nine officers have accepted promotion on the understanding that they will have to decentralise to Portlaoise. Eight of the officers were appointed from interdepartmental public appointments service panels. I have no information about any officers who refused to accept promotion on the basis of having to decentralise. No officer from our internal promotion panels has yet refused to accept promotion on those terms.
