Question 210: To ask the Tánaiste and Minister for Health and Children if all the health boards have issued arrears of the blind welfare allowance, which arose due to the misinterpretation of the blind welfare allowance Circular 4/79; if the funding has issued from each health board; and the number of persons who have received payment to date. My Department issued letters to the CEO of each health board on 6 December informing them that the funding to pay arrears of blind welfare allowance is being authorised by this Department. It was a matter for each individual health board, and is now a matter for the Health Service Executive, as to how and when the arrears are issued to the individuals involved.
