Question 371: To ask the Minister for Transport further to Parliamentary Question No. 475 of 16 December 2003, if consideration has been given to transferring negotiations in regard to land acquisition in respect of the link from the N4 at Enfield to Edenderry from Kildare County Council to the NRA in view of the fact that this is the preferred option of the landowners involved; and if he will make a statement on the matter. As the road — R402 — referred to by the Deputy is a regional road, the acquisition of land in respect of the upgrade of the road is a matter for the local authority and does not come under the remit of the NRA.

Question 374: To ask the Minister for Transport the extent to which he has instructed local authorities to make adequate provision for relief roads or bypasses with particular reference for such in the context of the creation of county, city or town development plans; and if he will make a statement on the matter. My Department has not instructed local authorities in regard to the content of their development plans. The preparation and adoption of local development plans is a matter for local authorities in accordance with the Planning and Development Act 2000. Local development plans must include, inter alia, objectives relating to the provision of transport infrastructure and may include reservations for relief roads and bypasses.
