Question 455: To ask the Minister for the Environment, Heritage and Local Government when he will approve finance for a recycling facility at Cashel, County Tipperary. [23493/04]

In April, 2004 grant assistance totalling €2.024 million was approved by my Department for the provision of recycling facilities at Waller's Lot, Cashel, the total cost of which is estimated at approximately €3.7 million, and this funding will be available to the local authority as soon as it is in a position to draw it down. The local authority has also sought approval to borrow the balance of the cost. This application must be considered within the framework of the overall borrowing limit for the local authority sector and on that basis it has not yet been possible to grant approval for the loan. This position is being kept under review.
