Question 392: To ask the Minister for the Environment, Heritage and Local Government the reason a person (details supplied) in Dublin who was born in the UK and holds an Irish passport is not allowed to vote in the presidential election; his views on whether this is discriminatory and in breach of the Good Friday Agreement; and if he will make a statement on the matter. The Good Friday Agreement does not make any provision in relation to a person's eligibility to vote. Such issues are governed by the Constitution and by electoral law. Under electoral law, the compilation of a register of electors is a matter for the appropriate registration authority who may require a person to provide any information, including information in relation to residency and citizenship, in order to establish that they are entitled to be registered as an elector. Every citizen of Ireland over 18 years of age, whose name appears on the register, is entitled to vote at all polls. Inquiries in any specific case should be made directly to the appropriate registration authority.
