Question 118: To ask the Minister for Finance the position regarding the Government's proposed decentralisation programme; when the programme will begin; the proposed timeframe for the completion of the programme; the consultation there has been with public service unions; and if he will make a statement on the matter. I have appointed a decentralisation implementation committee to drive forward the implementation of the programme. The committee, which is chaired by Mr. Phil Flynn, will prepare an implementation plan and will report back to Government by the end of March 2004.
