I move:

That, notwithstanding anything in the Standing Orders relative to Public Business, unless otherwise ordered, the following arrangements shall apply in relation to the sitting of the Seanad on 27th October, 2022: (1) The Seanad shall meet at 10 a.m. on Thursday, 27th October, 2022, and the following arrangements shall apply:
(a) Standing Orders 29 and 30 shall stand suspended;

(b) there shall be no Order of Business;

(c) the business to be taken shall be confined to the items set out in the Schedule to this paragraph and, accordingly, no other business shall be taken unless the Seanad shall otherwise order on motion made by the Leader of the House or such other Senator as she may authorise in that behalf.

Schedule

Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2022 [Dáil] – All Stages.

Subject to the passage by the Dáil of the Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2022 [Dáil], the proceedings on all Stages shall be taken at 10 a.m. and shall, if not previously concluded, be brought to a conclusion after three hours by one Question, which shall be put from the Chair, and which shall, in relation to amendments, include only those set down or accepted by the Government; the opening contribution of the Minister at the debate on Second Stage shall not exceed 8 minutes, the contribution of Group Spokespersons shall not exceed 5 minutes, the contribution of all other Senators shall not exceed 3 minutes and the Minister shall be given no less than 6 minutes to reply to the debate; Committee and Remaining Stages shall be taken immediately on the conclusion of Second Stage.

Motion regarding the Earlier Signature of the Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2022 [Dáil].

The Motion regarding the Earlier Signature of the Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2022 [Dáil] shall be taken without debate on conclusion of all Stages of the Bill.

Suspension of Sitting.

On the conclusion of the proceedings on the Motion regarding the Earlier Signature of the Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2022 [Dáil], the sitting shall be suspended until 1.30 p.m.

Development (Emergency Electricity Generation) Bill 2022 [Dáil] – All Stages.

Subject to the passage by the Dáil of the Development (Emergency Electricity Generation) Bill 2022 [Dáil], the proceedings on all Stages shall be taken at 1.30 p.m. and shall, if not previously concluded, be brought to a conclusion after three hours by one Question, which shall be put from the Chair, and which shall, in relation to amendments, include only those set down or accepted by the Government; the opening contribution of the Minister at the debate on Second Stage shall not exceed 8 minutes, the contribution of Group Spokespersons shall not exceed 5 minutes, the contribution of all other Senators shall not exceed 3 minutes and the Minister shall be given no less than 6 minutes to reply to the debate; Committee and Remaining Stages shall be taken immediately on the conclusion of Second Stage.

The Motion regarding the Earlier Signature of the Development (Emergency Electricity Generation) Bill 2022 [Dáil] shall be taken without debate on conclusion of all Stages of the Bill.

(2) The Seanad on its rising on Thursday, 27th October, 2022, shall adjourn until 2.30 p.m. on Tuesday, 8th November, 2022.”
