Civil Registration (Amendment) (Certificate of Life) Bill 2022: First Stage

I move:
That leave be granted to introduce a Bill entitled an Act to amend the Civil Registration Act 2004 to establish a non-statutory register called the Certificate of Life to recognise a child that does not conform to World Health Organisation stillbirth standards of less than 500 grammes and a gestational age of less than 24 weeks.
I thank colleagues for their initial levels of support. In the coming weeks we will convene in the audiovisual room with the Smiths and families like them so that everybody has an opportunity to hear first-hand about the emotional heartbreak that this lack of recognition has caused. I look forward to the continued support of Senators.
