I welcome the Minister of State, Deputy Browne, who is taking this morning's Commencement matters as many of the senior Ministers are preparing for the Cabinet meeting this morning.

I have notice from Senator Robbie Gallagher on the motion for the Commencement of the House today, he proposes to raise the following matter:

The need for the Minister for Justice to make a statement on his plans to amend the Land and Conveyancing Law Reform Act 2009 in respect of the registering of rights of way.

I have also received notice from Senators Timmy Dooley and Jerry Buttimer of the following matter:

The need for the Minister for Transport to make a statement on the steps he is taking to address the crisis in the aviation sector, particularly in light of the cessation of operation of Stobart Air over the weekend.

I have also received notice from Senator Eugene Murphy of the following matter:

The need for the Minister for Transport to consider putting in place a temporary amnesty on the requirement for a driver theory test.

The matters raised by the Senators are suitable for discussion. I have selected the matters raised by Senators Gallagher, Dooley and Buttimer, who will share time, Murphy, Mullen, Currie and O'Donovan, and they will be taken now. The other Senators may give notice on another day of the matters that they wish to raise. The matters concerning health cannot be taken because of ongoing issues regarding the cyberattack on the HSE.
