Proposed Establishment of Commission of Investigation: Referral to Joint Committee

I move:


That the proposal that Seanad Éireann:bearing in mind the specific matters considered by Government to be of significant public concern arising from the fatal shooting of Ronan MacLochlainn by members of the Garda Síochána during the course of an attempted armed robbery of a Securicor van in County Wicklow on 1st May 1998;
and noting that it is the opinion of the Government that a Commission of Investigation represents the best method of addressing the issues involved;
and further noting that a draft of the proposed Commission of Investigation (Ronan MacLochlainn) Order 2014 and a statement of the reasons for establishing the commission have been laid before Seanad Éireann resolves to approve the draft,be referred to the Joint Committee on Justice, Defence and Equality, in accordance with Standing Order 70A(3)(j), which, not later than 17th July 2014, shall send a message to the Seanad in the manner prescribed in Standing Order 73, and Standing Order 75(2) shall accordingly apply.
