If I may, I seek the direction of the Chair with regard to the Social Welfare Bill.
Paddy Burke (Fine Gael)

We have not reached the Social Welfare Bill yet.
Darragh O'Brien (Fianna Fail)

This is important. We did not know at the Order of Business stage that, effectively, any amendment on section 5 will not, I understand, be discussed, even though section 5 was not voted on because all Stages were voted on. I am looking for clarification. Will we be able to vote on section 5 of the Social Welfare Bill on Report Stage?
Paddy Burke (Fine Gael)

The Senator's amendment is out of order.
Darragh O'Brien (Fianna Fail)

It is not a question of the amendments. I am not trying to pose any difficulty. I am just asking a question.
Paddy Burke (Fine Gael)

Your amendment is ruled out of order.
Darragh O'Brien (Fianna Fail)

That is not what I am asking. While I disagree with some of your rulings on the amendments, we will discuss that on the Social Welfare Bill, which is fine. What I am asking now is in regard to section 5, which is the respite care grant section. The Cathaoirleach is suggesting this section cannot be discussed on Report Stage. Is that correct?
Darragh O'Brien (Fianna Fail)

On what basis?
Paddy Burke (Fine Gael)

The amendment is out of order.
Darragh O'Brien (Fianna Fail)

We did not vote on that section. I consider this crucially important. Not only did we have yesterday a deliberate filibuster by the Minister and Government Senators, we now have a situation-----

This is very important.
Paddy Burke (Fine Gael)

It is not relevant at the moment.
Darragh O'Brien (Fianna Fail)
Link to this: Individually | In context | Oireachtas source
It is completely relevant.

The Cathaoirleach is telling me that section 5 of this Bill in regard to the cut in the respite care grants cannot even be discussed on Report Stage-----
Paddy Burke (Fine Gael)

That point is not relevant at this time.
Darragh O'Brien (Fianna Fail)

Will the Cathaoirleach clarify this? Is it true?
Paddy Burke (Fine Gael)

I have clarified it.
Darragh O'Brien (Fianna Fail)

What is the position?
Paddy Burke (Fine Gael)
Link to this: Individually | In context | Oireachtas source
The position is that your amendment is ruled out of order.

Can section 5 be voted on at Report Stage?
Paddy Burke (Fine Gael)
Link to this: Individually | In context | Oireachtas source
No, it cannot. No section is-----
Darragh O'Brien (Fianna Fail)

You are not even allowing it to be discussed.
Paddy Burke (Fine Gael)

For the benefit of the House, no section is voted on on Report Stage.
Darragh O'Brien (Fianna Fail)

It is outrageous.
Paddy Burke (Fine Gael)

No section is voted on on Report Stage.

We are calling for the House to be adjourned so that the Leaders and Whips can get together and discuss the matter.
Paddy Burke (Fine Gael)

We are moving to item No. 1.
Darragh O'Brien (Fianna Fail)

Excuse me. If we are not going to be allowed to vote on this we should not be wasting time on it.
Paddy Burke (Fine Gael)

Resume your seat, Senator.
Darragh O'Brien (Fianna Fail)

This is outrageous.
