I move:

That Seanad Éireann approves the exercise by the State of the option or discretion provided by Article 1.11 of the Treaty of Amsterdam to take part in the adoption the following proposed measure:

a proposal for a Council Decision concerning the signing of the Agreement between the European Union and Japan on mutual legal assistance in criminal matters,

a copy of which proposed measure was laid before Seanad Éireann on the 12th November, 2009.

I should say that I was on the Joint Committee on Justice, Equality, Defence and Women's Rights yesterday when these matters arose. Although we supported them on the Opposition side, we did express concern at the lack of information and time for debate that was allocated to that committee. We are conscious that there will effectively be a tsunami of such measures coming before us by virtue of the Lisbon Treaty. Therefore I want to put on the record the concerns expressed by Opposition spokespersons at yesterday's committee meeting concerning the lack of time and lack of background information provided on these measures. I stress, however, that we did not oppose them. None the less, I wanted to put that on the record.

a proposal for a Council Framework Decision on Accreditation of forensic service providers carrying out laboratory activities,

a copy of which proposed measure was laid before Seanad Éireann on the 3rd day of November 2009.

That Seanad Éireann approves the exercise by the State of the option or discretion provided by Article 1.11 of the Treaty of Amsterdam to consent to the adoption by the European Union of the following proposed measure:

a proposal for a Council Framework Decision on preventing and combating trafficking in human beings, and protecting victims, repealing Framework Decision 2002/629/JHA,

a copy of which proposed measure was laid before Seanad Éireann on the 4th day of November 2009.
