Proposals on Crime: Referral to Joint Committee.

I move:

That the proposal that Seanad Éireann approve the exercise by the State of the option or discretion provided by Article 1.11 of the Treaty of Amsterdam to take part in the adoption of the following proposed measures:

a proposal for a Council Framework Decision on the application of the principle of mutual recognition to financial penalties,

a copy of which proposed measure was laid before Seanad Éireann on 23rd September, 2003, and

a proposal for a Council Framework Decision on Confiscation of Crime Related Proceeds, Instrumentalities and Property,

a copy of which proposed measure was laid before Seanad Éireann on 12th May, 2003,

be referred to the Joint Committee on Justice, Equality, Defence and Women's Rights, in accordance with paragraph (2) of the orders of reference of that committee, which, not later than 9 December, 2003, shall send a message to the Seanad in the manner prescribed in Standing Order 67, and Standing Order 69(2) shall accordingly apply.
