There is an historical anomaly in this but I will not ask the Minister to comment on it. Section (r) states: "the Treaty concerning the accession of the Kingdom of Norway." Norway opted out following that signature. This is unusual legislation because it includes a country which is not a member of the European Union, although we are discussing accession.
