European Council Directive: Referral to Joint Committee.

I move:

That the proposal that Seanad Éireann approves the exercise by the State of the option, provided by Article 4 of the fourth Protocol set out in the Treaty of Amsterdam, to notify the President of the Council and the Commission that it wishes to accept the following measure:

a Council Directive on minimum standards for giving temporary protection in the event of a mass influx of displaced persons and on measures promoting a balance of effort between Member States in receiving such persons and bearing the consequences thereof,

a copy of which measure was laid before Seanad Éireann on 16th October, 2001, be referred to the Joint Committee on Justice, Equality, Defence and Women's Rights in accordance with paragraph (1)(a)(v) of the Orders of Reference of that Committee, which, not later than 19th February, 2003, shall send a message to the Seanad in the manner prescribed in Standing Order 67, and Standing Order 69(2) shall accordingly apply.
