The Minister half-answered this question on the Bill on the previous occasion. When is it envisaged that all of the ETBs will be established? I note he stated it all will not happen at the one time, and I appreciate that. It should not happen until everything is in place and running smoothly. When does he envisage the first ETBs will be established and when does he expect the last one, which I assume to be an amalgamation, to come into existence?
