It has been more than six months since An Bord Pleanála refused planning permission for the children's hospital. An independent report was to be undertaken by the Government and subsequently by Mr. Dolphin. At the time, people were promised the report would be drawn up within one month. It is somewhat similar to the Slane bypass, in that when it was refused planning permission, people were told there would be a report within 90 days but nothing has happened. Members were told it would be a month and then, when the report was received in June, they were told a decision would be taken within weeks. In July, they were told the decision would be taken by October.
