On a point of order, I would like a ruling on amendment No. 143. The ruling I am seeking is that the amendment was not envisaged when the House made a decision on the Order of Business this morning to guillotine the Bill. I want a ruling, therefore, that the amendment is not part of the guillotine and cannot be considered by the House. If it is to be considered by the House, Committee Stage should be extended and the guillotine removed. We did not know this amendment would be before us when the House agreed the use of the guillotine.
