I am referring to the services authority, the register of domestic wastewater treatment systems and whether Cavan met the directive's standards. The 1996 guidelines set by the Environmental Protection Agency, EPA, would satisfy the European Court of Justice. It actually referred to this arrangement in its ruling. It would also be less of a financial burden on the taxpayer if a grant scheme were introduced to meet upgrade costs.
