I have a minor question in respect of section 35. While I do not wish to be awkward, this matter arose in a different context. I refer to section 35(3), which states: "A complaint may be made on behalf of any person or by the registrar." I am not being picky when I say this means that a person cannot make a complaint himself or herself. It can be made on behalf of any person or by the council. I suggest that a complaint can be made by, or on behalf or any person, or by the registrar. I ask the Minister to consider this. As it stands, it appears——
