Subsection (1) reads, "A code of conduct having effect under sections. . . and regulations made under section . . . shall be laid before each House of the Oireachtas . . .". That is a great idea and I have no problem with it. Subsection (2) reads, "If a resolution annulling these regulations . . . ". Codes of conduct are not regulations; they are codes of conduct approved by the Minister. That is all they are. I have no problem with them being made known and available to the Houses of the Oireachtas. That is a good idea, but I doubt if they are regulations under any meaning of legislation I have heard.
